Howard was born and raised in Oneonta, New York. Served in the U.S. Army, active in church. He enjoyed fishing, camping, bike riding, wood carving, spending time with his family and loved ones.
Howard is survived by his wife Francisca Tuttle, his brother Jesse Tuttle of New York, and two daughters Shelly Urquides of Arizona and Carol Tuttle of Florida. Howard was a devoted stepfather to Marcos Hernandez, Maria Hernandez, Luis Hernandez, Victor Tapia, Pete Diaz and Jose Tapia. Howard is also survived by many grandchildren, great grandchildren and many nieces and nephews.
