Son of Charles and Elizabeth (Koeber) Hubbard, was born in Klamath Falls, and raised in Newberg, with brother Kenneth and sister Florence (Uhlig). At age 16 he delivered milk in his dad's model A and met the beautiful Oklahoma born red head Hazel Davidson (1919 - 2007), who became his wife in 1939. They were married 68 years. Leon and Hazel raised four children, David, Bill, Gordon and Sharleen.
In high school he joined Future Farmers of America and served as Oregon President and National Vice President. At age 18 he was the youngest Master of the Grange (Sunnycrest Grange) in the nation. He studied at Oregon Agricultural College (OSU) and received a Bachelor's Degree in Agriculture in 1941. During World War II he served his country by researching how to increase wheat yields. Leon worked for Birdseye in Hillsboro, then on a leased 100-acre farm in Banks, moved to Gresham working for Gresham Berry Growers Co-op and then moved to Keizer to work for United Flavor Pack Stayton Cannery.Leon revived 24 abandoned fuchsias at the Oregon State Fairgrounds which was the beginning of an intense fascination with fuchsias and many years of volunteering at the Floral Pavilion. He bred (propagated) two new fuchsias and volunteered six years tending the Oregon State Capital Mall Fuchsia beds. In 1997 Gov. John Kitzhaber dedicated the Leon Hubbard fuchsia bed on the Capital Mall. He is survived by sons, Bill Hubbard of Norway and Gordon Hubbard of Portland; daughter Sharleen Tindeland of Norway; 11 grandchildren, 21 great grandchildren, 1 great-great granddaughter and hundreds of fuchsias.
